Chapter One: Introduction

1.1 Background of the Study
Sanitation is an integral part of public health, and Gombe Local Government Area (LGA) in Gombe State faces significant challenges regarding sanitation practices. Poor waste management, inadequate public toilets, and lack of awareness on hygiene practices have led to the spread of diseases and deteriorating environmental conditions (Aminu & Yakubu, 2023). Development communication plays a crucial role in improving sanitation by raising awareness, educating communities, and motivating people to adopt better hygiene practices. Through targeted media campaigns, community outreach programs, and information dissemination, development communication strategies help inform the public about the importance of sanitation for health and environmental well-being (Ibrahim & Shehu, 2023). This study evaluates the effectiveness of development communication in promoting improved sanitation practices in Gombe, with a focus on the strategies used and the response of local communities.

1.2 Statement of the Problem
Gombe, like many other Nigerian regions, struggles with poor sanitation practices, contributing to health crises such as cholera outbreaks and other waterborne diseases. While development communication strategies have been employed in various parts of the country to improve sanitation awareness and encourage healthy practices, the effectiveness of these strategies in Gombe has not been thoroughly explored (Sulaimon & Udo, 2024). This study investigates the effectiveness of development communication in Gombe, assessing the types of communication strategies used and their impact on improving sanitation behaviors in the area.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of development communication strategies in promoting improved sanitation practices in Gombe LGA.

  2. To identify the communication methods that have been most successful in changing sanitation behaviors.

  3. To explore the challenges and barriers to adopting better sanitation practices in Gombe.

1.4 Research Questions

  1. How effective have development communication strategies been in improving sanitation practices in Gombe?

  2. What communication methods have been most effective in promoting sanitation behaviors among local communities?

  3. What challenges have communities faced in adopting improved sanitation practices, and how can development communication address these challenges?

1.5 Research Hypothesis

  1. Development communication strategies have significantly improved sanitation practices in Gombe.

  2. Community-based communication methods have been more successful than mass media in promoting sanitation behaviors in Gombe.

  3. Lack of infrastructure and cultural resistance are key barriers to adopting improved sanitation practices, despite communication efforts.

1.6 Significance of the Study
The significance of this study lies in its contribution to understanding how development communication can be used to address sanitation challenges in Gombe. The findings will be useful to policymakers, NGOs, and local communities in designing and implementing more effective sanitation communication strategies.

1.7 Scope and Limitations of the Study
The study focuses specifically on the role of development communication in promoting sanitation practices in Gombe Local Government Area. It does not extend to other parts of Gombe State or to broader sanitation policy issues in Nigeria. Limitations include the challenge of measuring changes in sanitation practices over time and obtaining reliable data from communities with varying levels of access to sanitation facilities.

1.8 Operational Definition of Terms

  1. Sanitation Practices: Measures and behaviors aimed at maintaining cleanliness, such as waste disposal, maintaining hygienic living conditions, and preventing contamination of water sources.

  2. Development Communication: The strategic use of communication to inform, educate, and encourage social change, with a focus on community development.

  3. Hygiene: Practices related to cleanliness, such as handwashing, personal cleanliness, and proper waste disposal to prevent the spread of diseases.
